If we had Public Access, you could use public cameras to make your own shows. If we had Public Access, there would be shows to help people get jobs. If we had Public Access, there would be shows by and for the disabled. If we had Public Access, student and athletic events could be televised. Philadelphia Community Access Coalition If we had Public Access, there would be shows by and for women and mothers. If we had Public Access, there would be shows by and for kids. Arf! If we had Public Access TV, we could all make and see our own TV.

City Council Hearing: 6/17/99 LAW & GOV'T - RES. 980979

Testimony of JOY BUTTS

Previous (DENISE KULP) Index of All Testifiers Next (MADDIE HUMPHREY)

MS. BUTTS: Good afternoon. My name's Joy Butts. I am Director of the Kensington Welfare Rights Union.

Kensington Welfare Rights Union is an organization of poor, unemployed, underemployed welfare recipients and the homeless. We are committed to building a large movement to end poverty in alliance with many others. We insist that the poor speak for themselves, as we are in a life-and-death situation.

We, the poor, are constantly crying out and are very rarely heard through the news media today, the very same media that tells the poor to just sit down and keep quiet. We at KWRU say speak out, holler, cry, shout about the issues affecting the poor in Philadelphia. However, in order to holler, you need a medium such as public access cable TV.

What example are our elected officials setting by a bill that has been on the books since 1983 and is totally ignored by those given the responsibility of enacting laws and enforcing those said laws.

We ask that the City of Philadelphia and City Council comply with their own laws, including Bill No. 1963, and set an example for all the residents of the City of Philadelphia.

Thank you.

COUNCILMAN COHEN: Thank you.

(Applause.)

COUNCILMAN COHEN: Miss Humphrey.
