MS. BUTTS: Good afternoon. My name's Joy Butts. I am Director of the Kensington Welfare Rights Union.
Kensington Welfare Rights Union is an organization of poor, unemployed, underemployed welfare recipients and the homeless. We are committed to building a large movement to end poverty in alliance with many others. We insist that the poor speak for themselves, as we are in a life-and-death situation.
We, the poor, are constantly crying out and are very rarely heard through the news media today, the very same media that tells the poor to just sit down and keep quiet. We at KWRU say speak out, holler, cry, shout about the issues affecting the poor in Philadelphia. However, in order to holler, you need a medium such as public access cable TV.
What example are our elected officials setting by a bill that has been on the books since 1983 and is totally ignored by those given the responsibility of enacting laws and enforcing those said laws.
We ask that the City of Philadelphia and City Council comply with their own laws, including Bill No. 1963, and set an example for all the residents of the City of Philadelphia.
